A threshold per market
For each Shopify market: turn the tier on or off, and give it its own amount in its own currency. A market you leave alone keeps the amount of the tier.
An exception per country
Inside a market, one country can carry its own amount — Canada apart from the rest of North America — with the same settings as a market.
Or no adaptation at all
Left alone, the amount is converted at the rate the storefront serves and the prices follow the market currency. Rounding up is a display setting: it changes what is written, never when the tier unlocks.

Thresholds per market, the questions.
Does the threshold follow the currency on its own?
Yes, as long as you leave the tier without an adaptation: the amount is converted at the rate the storefront serves. An adaptation replaces that conversion with the amount you wrote.
Can two countries of the same market have different thresholds?
Yes. A market adaptation carries per-country exceptions, with the same fields as the market itself — including turning the tier off for that country alone.
Is this reserved to a paid plan?
No. Market adaptations are in every plan, like the rest of the bar: a threshold that follows the shopper's country is not an upsell.
